City Receives Conclusion of Councillor Complaint Investigation
A December 2, 2025, Press Release issued by the City advised of a formal written complaint submitted by Councillor Fox against a member of City staff. On February 27, 2026, the City received the results of the investigation undertaken by the external consultant engaged to review the complaint.
The investigation determined that Councillor Fox's complaint was sufficiently timely and detailed to warrant consideration under applicable policies and legislation; however, the matters complained of primarily related to differences in interpretation, communication, and timing of guidance regarding potential conflicts of interest and recusal and were consistent with reasonable administrative actions taken in good faith, which did not extend beyond ordinary workplace interactions. The external investigator concluded that the conduct alleged did not meet the threshold for unacceptable or inappropriate behaviour by City staff under the applicable City policies or relevant legislation and that in this context, the complaint was unsubstantiated.
The City will not comment further on this matter due to the confidential nature of the investigation. With the response to Councillor Fox's complaint against the member of staff now concluded, the City’s focus will turn to the implementation of steps for restoring the workplace and building respectful workplace relationships between Council and staff.
